Regional Medical Center is committed to fulfilling our mission of providing the highest quality care.  To ensure the success of this commitment, we must be financially responsible.  We take a positive and proactive approach to patient billing and collections, with the goal of receiving payment for services rendered in the most efficient, timely, and customer-oriented manner possible.  We also understand that billing and collection for healthcare services can be confusing.  To assist you in understanding these billing services and to answer any questions you may have in advance, please review the following materials.

In and Out of Network Services

To receive full insurance benefits, some health plans require patients to receive services at an "in-network" or "participating provider" hospital.  Please call your health plan to verify its requirements and be sure RMC is in the network.  If your insurance company does not show RMC as a network provider, have them also check under the name Delaware County Memorial Hospital as this is our hospital's legal name.  If they still do not show our hospital as an in-network provider, please call 563-927-7405 to speak with a billing specialist.

Some health plans require a patient to pre-certify certain services.  We encourage you to review and understand your insurance card and benefit documents your health plan or employer has provided you.  Please discuss any insurance eligibility or payment concerns with an RMC associate at the time of registration or with a patient account representative as soon as possible.

Statement Explanation

Billing and Insurance Help

Billing and insurance can be confusing.  At RMC, we recognize this and provide telephone support to help you and your family with your financial questions.  Please feel free to contact us if you would like to speak with someone about:

  • An itemized listing of your bill
  • An explanation of your bill
  • Payment arrangements
  • What your insurance paid and what is due

As a courtesy to our patients, RMC submits bills to your insurance company and will do everything possible to advance your claims as long as the insurance information is provided at the time of registration.  Always bring your insurance ID card each time you come to the hospital for services.  Please be advised that it may become necessary for you to contact your insurance company or supply additional information to them for claims processing requirements or to expedite payment.



Tips for Medicare Recipients

If you are covered by Medicare, RMC will send your claim to them for payment.  Medicare will send you a summary showing how much Medicare has paid to RMC and also show the balance you owe on your account.  After posting the Medicare payment, the hospital will send your claim to your secondary company (when applicable) or will send you a bill for any amount Medicare states you owe.  Any remaining balance will be your responsibility and due within 30 days after insurance payment is posted.  If payment or payment arrangements are not made within 45 days after your insurance pays, your account will be sent to our outside billing agency, Health Care Billing Services in Clinton, Iowa for collection.



No Insurance or High Out of Pocket Expense

Regardless of your ability to pay, RMC will perform services that are indicated to be medically necessary.  Our financial counselor is available to discuss financial arrangements with you.  Regional Medical Center also has a Financial Assistance Program available to assist those in need.  See section below.



Financial Assistance Program

Regional Medical Center offers a financial assistance program available to eligible individuals for medically necessary hospital and home health services.  Financial assistance is also available for behavioral services for patients residing in Delaware County.  Click here to view more information about this program, including eligibility requirements.
